Scanning (Identifying the Problem)

• Police identify recurring issues that cause harm to the community, such as a specific "hot spot" for anti-social behaviour or a series of similar burglaries.

• They often use the CHEERS test to ensure the problem is suitable for this approach: it must affect the Community, cause Harm, be Expected by the public to be dealt with, and consist of Events that are Recurring and Similar.

Analysis (Understanding the Problem)

• Officers dig deeper into the "why" and "how". They gather data on victims, offenders, and the physical locations (often using the Problem Analysis Triangle) to find "pinch points" where they can intervene effectively.

Response (Developing Solutions)

• Based on the analysis, a tailored plan is created. This often involves working with partners like local councils, businesses, or charities.

• Examples: Installing better street lighting, issuing Community Protection Notices, or launching targeted patrols.

Assessment (Evaluating the Result)

• The final stage measures whether the response actually worked.

• If the problem persists, the cycle begins again with further analysis to refine the strategy.
